The Indictment Stands, issued October 1, 1976, was the International Committee's comprehensive response to Joseph Hansen's August 9, 1976 article “Healy Caught in the Logic of the Big Lie” and the revisionist Verdict, published September 6, 1976.
The ICFI document systematically rebutted Hansen’s claims by reviewing all eight original charges against Hansen and Novack, demonstrating that Hansen's fabricated evidence—including a supposed “hitherto unpublished letter” by Trotsky and a “memorandum” allegedly signed by Cannon and Shachtman—were concoctions “like the crudities of the forgeries of the GPU in the 1930s.” The document exposed how Hansen continued the SWP leadership's decades-long pattern of shielding GPU agents like Sylvia Franklin and Mark Zborowski while attacking those seeking to expose Stalinist penetration of the Trotskyist movement.
The statement's concluding section, “Who backs the accomplices of the GPU?”, provided a devastating categorization of the 168 signatories to The Verdict, dividing them into five groups: those complicit in the cover-up; professional slanderers against the ICFI; “friends of the Kremlin” masquerading as Trotskyists; middle-class opportunists and anti-communists; and a final group of associates and sympathizers.
